LinkTown Residences Payment Scheme: Progressive Payments, Stamp Duty & Loans

How a new-launch condo like LinkTown Residences is paid for in stages, with a worked S$2.7m example, stamp duty and loan limits. Verify all rules with IRAS, MAS and your bank.

LinkTown Residences (Hougang Central Residences) has not released its payment schemes yet. What buyers can plan around today is the standard way new private condos in Singapore are paid for: a booking fee, a down payment, then instalments that follow the construction stages. This page walks through the stages, puts numbers on a typical 3 bedroom budget, and summarises stamp duty and loan limits. The rules are as published; please verify them with IRAS, MAS and your bank before you commit.

The payment schemes on offer, including whether a Deferred Payment Scheme will be available, have not been announced. They are normally set out in the sales materials at launch, which is expected in early 2027 (UOL’s August 2026 results guide a 2H 2027 launch). The progressive payment scheme

Under the progressive (normal) payment scheme, you pay in stages as the building goes up. The first 20% comes from you in cash or CPF; the bank loan is then drawn down stage by stage, and you pay interest only on the amount drawn.

Expected completion for LinkTown Residences is 2030/2031, so the construction instalments would be spread over several years after purchase. The exact TOP date has not been announced.

Worked example: a S$2.7m 3 bedroom

This example uses S$2.7m, roughly the illustrative quantum for an indicative 1,066 sq ft 3 bedroom at Hougang Central Residences, using analysts’ estimated S$2,500–2,600 psf (see the price guide). It is not a price, just a round number to show the cash flow.

With a first housing loan at the maximum 75% LTV, the loan would be up to S$2,025,000. The 25% down payment (S$675,000) must include at least 5% in cash (S$135,000); the rest can be cash or CPF Ordinary Account savings, within CPF limits. Buyer’s stamp duty is due on top, shortly after signing.

Stamp duty: BSD and ABSD

Buyer’s Stamp Duty (BSD) is tiered: 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000, 5% on the next S$1.5m and 6% on the rest. On S$1.7m that works out to S$54,600; on S$2.7m, S$104,600.

Additional Buyer’s Stamp Duty (ABSD) depends on who is buying and how many homes they own:

  • Singapore Citizens: 0% on the first home, 20% on the second, 30% on the third and above.
  • Singapore PRs: 5%, 30% and 35%.
  • Foreigners: 60%. Nationals of certain free trade agreement countries (and PRs of some) get Citizen treatment.

In a joint purchase, ABSD follows the buyer profile with the highest rate. Married couples with at least one Citizen buying a second home can get an ABSD refund if the first home is sold within the IRAS time limit.

Loan limits: TDSR and LTV

  • TDSR: total monthly debt repayments are capped at 55% of gross monthly income, assessed at a 4% stress-test rate for private property.
  • LTV: up to 75% on a first housing loan (tenure up to 30 years), 45% on a second and 35% on a third.
  • Valuation: the loan is based on the lower of the price or the bank’s valuation; any shortfall is paid in cash.

The developers have not published payment schemes yet. New private condos in Singapore are usually sold on the progressive payment scheme: 5% at OTP, 15% at S&P, then instalments as construction progresses, with 25% at TOP and 15% at CSC.

Is there a deferred payment scheme at Hougang Central Residences?

Not known. Some developers offer a Deferred Payment Scheme, usually priced higher than the normal progressive scheme. Whether LinkTown Residences will offer one has not been announced.
