For buyers weighing LinkTown Residences (Hougang Central Residences), the question behind the question is often: what will Hougang look like in ten years? The best public answer is URA’s Master Plan 2025, the land use plan that guides Singapore’s development over the next 10 to 15 years, together with projects already announced by the government. 1. Hougang becomes a rail interchange

The largest confirmed change is the Cross Island Line (CRL). Phase 1, targeted for around 2030, has 12 stations from Aviation Park to Bright Hill, including Hougang. Hougang will then be an interchange between the North-East Line and the CRL. URA’s Master Plan notes that the new CRL Phase 1 stations at Defu, Hougang, Serangoon North and Pasir Ris will improve public transport connectivity for North-East residents and give easy access to recreational spaces such as Bishan–Ang Mo Kio Park.

URA also states that the CRL Punggol Extension, when completed in 2032, will provide a direct link between north-eastern areas such as Punggol and Sengkang and eastern areas such as Pasir Ris and Tampines North.

2. A new heart for Hougang Central

The site that LinkTown Residences sits on is itself a planned town-centre upgrade. The Hougang Central Residences land parcel combines about 830 homes with:

  • a new, integrated Hougang bus interchange, next to Hougang MRT (NE14)
  • a mall of about 300,000 sq ft of lettable area, owned by CapitaLand Integrated Commercial Trust and set to be the largest in Hougang
  • a town plaza with sheltered public event space, and a range of food and beverage outlets

This addresses a known gap. Hougang has about 230,000 residents but only around 2.8 sq ft of private retail space per person, against a national average of 11.4 sq ft. The site was the first major mixed-use GLS site in Hougang in over a decade.

3. New homes in established towns

URA’s Master Plan 2025 says established towns such as Ang Mo Kio, Hougang and Punggol will welcome new housing options that meet diverse needs. In practice this means more housing supply in the region over time, which buyers should factor into any view on future demand and competition from other launches.

4. Jobs closer to home

Under Singapore’s decentralisation strategy, URA says business and job nodes are expanding to bring jobs closer to homes in Ang Mo Kio, Hougang, Punggol, Sengkang and Serangoon. The main one nearby is the Punggol Digital District (PDD): about 50 ha of JTC business parks for the digital economy, the new Singapore Institute of Technology (SIT) campus and public waterfront spaces. URA expects PDD to bring about 28,000 jobs closer to homes in Punggol. From Hougang, it is four stops north on the NEL to Punggol Coast (NE18).

5. Greener, more walkable and cyclable

URA lists Hougang among the residential areas progressively getting new cycling paths and park connectors, to improve links to transport nodes, malls and neighbourhood centres. Two park connector loops are especially relevant:

  • the Central Urban Loop, about 36 km, which runs through the housing estates of Hougang, Serangoon and Ang Mo Kio, giving access to Bishan–Ang Mo Kio Park, Punggol Park and the Kallang River
  • the North-Eastern Riverine Loop, about 26 km, linking Punggol Park, Punggol Point Park, Punggol Waterway Park and Sengkang Riverside Park, and leading on to Coney Island Park and Lorong Halus Wetland

6. Further out: Paya Lebar Air Base

At the regional level, URA’s Master Plan notes that Paya Lebar Air Base will be relocated from the 2030s onwards to make way for more homes within a new mixed-use district. This is a long-term plan; no timeline beyond that has been set out on URA’s page.
