Cross Island Line Opening Date: When Each CRL Phase Opens and What It Means for Hougang
Cross Island Line opening dates by phase, how those targets have moved, what is being built at Hougang, and how the CRL timeline lines up with LinkTown Residences.
Searches for the “Cross Island Line opening” date return a confusing mix of years, from 2030 to the late 2030s. The reason is that the CRL is not opening at once. It is being built as four sections, each with its own target. This guide lists LTA’s current dates, shows how some have shifted, looks at the work under way at Hougang, and explains what the timing means if you are considering LinkTown Residences (Hougang Central Residences), which is planned directly above Hougang MRT.

How firm is 2030 for Phase 1?
Phase 1 is the most advanced section, and its date has been steady for years. LTA’s March 2021 contract announcements for the Aviation Park to Loyang tunnels and for Hougang station both gave 2030 as the start of passenger service, and the project page still says Phase 1 is expected to be completed by 2030.
That is a good sign, but it is still a target for a long, deep tunnelling job under a built-up city. Some dates on the wider line have moved: when LTA announced the Punggol Extension in March 2020, it said those stations would open by 2031, and the current target is 2032. Sensible planning allows some buffer.

What is being built at Hougang
In March 2021, LTA awarded a S$604 million contract to Samsung C&T Corporation to design and build the CRL Hougang interchange station and its tunnels. The scope also includes addition and alteration works to the existing North East Line station, so the two lines can work as one interchange. LTA has not published detailed transfer times or passageway layouts for the future interchange, so any claim about how many minutes it will take to change lines is an estimate.
What opens for Hougang residents, and when
- From 2030 (Phase 1): ride east to Defu, Tampines North, Pasir Ris and the Loyang and Changi aviation area, or west to Serangoon North, Ang Mo Kio (North-South Line) and Bright Hill (Thomson-East Coast Line), without going through Serangoon. - From 2032 (Phase 2 and Punggol Extension): continue west to King Albert Park, Clementi and Jurong Lake District; Punggol residents gain a direct link to Pasir Ris, which LTA said would take within 15 minutes.
- Late 2030s (Phase 3): through to the Jurong industrial area and Gul Circle.
Until 2030, the North East Line remains Hougang’s only rail link, running direct to Serangoon, Dhoby Ghaut, Outram Park and HarbourFront.
How the CRL dates line up with LinkTown Residences

If both run to plan, the interchange opens around the time residents collect their keys. Three scenarios are worth thinking through:
- CRL opens first: residents move into an interchange that already works.
- They arrive together: the most likely picture if both hold to target.
- CRL slips: residents still have the North East Line and a new bus interchange from day one, so the home is not dependent on the CRL. Only the extra east-west links would be delayed.

To be announced: how the LinkTown Residences blocks will connect to the NEL and CRL platforms, walking times from each lift lobby, and the project’s exact completion date. These should appear in the sales documents and launch updates.
When a property ad mentions the CRL, check which phase the station is in. A Phase 1 station (2030) and a Phase 3 station (late 2030s) are nearly a decade apart.

When will the Cross Island Line open?
In stages. LTA expects Phase 1 (Aviation Park to Bright Hill, including Hougang) to be completed by 2030, Phase 2 and the Punggol Extension in 2032, and Phase 3 by the late 2030s.
When will CRL Hougang station open?
Hougang is in Phase 1. When LTA awarded the Hougang station contract in March 2021, it said passenger service was planned to start in 2030, and its project page still gives 2030 for Phase 1.
Has the Cross Island Line been delayed?
Some targets have moved. When LTA announced the Punggol Extension in March 2020, it said the stations would open by 2031; LTA now gives 2032. Phase 1 has been targeted for 2030 since at least 2021.
Will the CRL be ready when LinkTown Residences completes?
The timelines are similar. LinkTown Residences is expected to complete around 2030/2031, and CRL Phase 1 is targeted for 2030. Both dates can move, so neither should be treated as fixed.
