Renovation Loan Singapore: Limits, Fees, TDSR and Timing for a New Condo

How a renovation loan in Singapore works: the usual S$30,000 cap, fees, what it pays for, how it counts in TDSR, and when a LinkTown Residences owner would apply.

A renovation loan in Singapore is a small, short bank loan that pays a contractor for works on your home. For new condo owners it spreads the cost of built-ins, lighting and flooring changes over a few years instead of paying it all at key collection. It is useful, but the cap is modest, the fees add up, and the instalment counts against your borrowing limits. Here is how it works, and how a future owner at LinkTown Residences (Hougang Central Residences) might time it.

Two practical effects of those fees: an approved S$30,000 would reach your contractor as roughly S$29,100 after the 3% deductions, and the headline interest rate understates the true cost. Compare the effective interest rate (EIR), which includes fees, across banks.

How the cap works

  • Monthly income S$4,000: 6 × S$4,000 = S$24,000, so that is the limit.
  • Monthly income S$6,000: 6 × S$6,000 = S$36,000, above the cap, so the limit is S$30,000.

Anyone earning more than S$5,000 a month hits the S$30,000 ceiling, so for most condo buyers the cap, not income, decides the amount.

What it can and cannot pay for

DBS lists permanent works: electrical works, built-in cabinets, painting and redecorating, structural alterations, flooring, basic bathroom fittings, external compound works and solar panels. It excludes furnishings. Loose furniture, appliances and electronics need to come from savings or other credit.

Renovation loans and TDSR

MAS names renovation loans in the list of monthly debts banks must include when they calculate TDSR, alongside car loans, credit card debt and other property loans. The cap is 55% of gross monthly income.

S$30,000 over 5 years at an assumed 6% a year works out to about S$580 a month. For someone earning S$6,000, that is almost 10% of income, leaving about 45% for every other debt. A S$20,000 loan on the same terms is about S$387 a month.

For a new launch, the home loan is assessed at booking, years before any renovation. A renovation loan taken at key collection does not undo that approval. It matters when you next borrow: if you refinance an investment property, buy a car or take another loan while it is running, the instalment is counted. When a new condo owner would apply

Renovation starts only after the developer hands over the unit. For LinkTown Residences, completion is expected around 2030/2031, and no TOP date has been announced. The usual order:

  1. TOP and notice of vacant possession. The 25% TOP payment on the progressive schedule falls due, and property tax and maintenance fees begin.
  2. Key collection and defects inspection. Log defects before any carpentry covers them. The defects liability period usually runs 12 months from vacant possession.
  3. Quotations. Get like-for-like quotes from a few contractors on the same drawings.
  4. Loan application. Banks need the contractor’s quotation or invoice to issue cashier’s orders.
  5. MCST approval and works. Condos set renovation hours, deposits and rules.

Tip: TOP is when several costs land together: the 25% payment, the first larger loan instalments, property tax, maintenance fees and possibly rent or a move. Plan the renovation budget as part of that month, not separately.

Renovation loan vs other ways to pay

Every option except savings is a monthly debt, so each one sits in your TDSR while it runs. Many owners mix savings for the essentials with a loan for built-ins, and leave extras for later.

Budgeting without guesswork

We do not publish renovation cost ranges. They vary widely by scope and size, and today’s figures would be out of date by the time LinkTown Residences completes. A better method:

  • Start from the handover specification. New condos usually come with flooring, kitchen cabinets and some fittings. LinkTown Residences’ specifications have not been released yet.
  • List works by room, separating “needed at move-in” from “can wait”.
  • Split the funding: works through the loan, up to the cap; furniture and appliances from savings.
  • Add the instalment to your mortgage, maintenance fees and property tax to check the monthly total. Our cost of owning a condo guide lists the others.

Frequently asked questions

How much can I borrow with a renovation loan in Singapore?

At DBS, up to six times your monthly income or S$30,000, whichever is lower, as published in September 2026. Other banks set their own terms, but a similar cap is common. Check with your bank.

Does a renovation loan affect my TDSR?

Yes. MAS lists renovation loans among the monthly debt obligations banks must include when calculating the Total Debt Servicing Ratio, which is capped at 55% of gross monthly income.

Can a renovation loan pay for furniture?

Generally no. DBS says its renovation loan cannot be used for furnishings. It covers works such as built-in cabinets, flooring, electrical works, painting and basic bathroom fittings, and is paid to the contractor.

When should I apply for a renovation loan on a new condo?

After TOP and key collection, once you have inspected for defects and have a contractor’s quotation. Banks pay the contractor directly, so you need the quotation to apply.
