Minimum Rental Period Singapore: URA Rules for Renting Out a Condo
Three months is the floor for any stay in a private home, and URA caps how many unrelated people can live there. Here is what a landlord must follow, and how it applies to a future Hougang Central Residences unit.

If you are buying a condo partly to rent it out, the rules are short but strict. The minimum rental period in Singapore for any private home is three consecutive months, and there is a cap on how many unrelated people can live in one unit. Break either and the owner, not just the tenant, can be held responsible. This guide sets out what the Urban Redevelopment Authority (URA) requires, what else a landlord deals with, and how it all applies to a future unit at LinkTown Residences (Hougang Central Residences), the integrated condo planned directly above Hougang MRT (NE14).

The three-month minimum stay
URA’s rule is that all occupants of a private residential property must stay for at least three consecutive months. It applies whether you let the whole unit or individual rooms, and it applies to tenants who sublet too.
Anything shorter counts as short-term accommodation, which is illegal in all private homes, from condos to landed houses. That covers daily and weekly lets, “homestay” and bed-and-breakfast style arrangements, and listings on home-sharing platforms. Under the Planning Act, URA says a person found engaging in short-term accommodation faces, at minimum, a fine of up to S$5,000; repeat offenders and those running several units are taken to court, where fines have been much heavier.
Owners are expected to do their own due diligence. If your tenant quietly sublets on a short-term basis, URA can still look to you. Put a clear no-subletting clause in the tenancy agreement and check on the unit from time to time.

“Unrelated” means anyone outside the same family unit. A domestic helper counts as part of the family. The temporary relaxation to eight needs a one-off registration with URA and a S$20 fee, and the registration can be cancelled if the cap is exceeded or the extra occupants cause serious nuisance. How that maps onto LinkTown Residences sizes
Indicative only. The sizes below come from the developers’ recent project Parktown Residence, not LinkTown’s final plans. Unit sizes for Hougang Central Residences have not been released.
- 1-bedroom + study (506 sq ft, about 47 sqm) and 2-bedroom (678 sq ft, about 63 sqm): under 90 sqm, so the six-person cap applies. In practice these suit one tenant or a couple.
- 3-bedroom (1,066 sq ft, about 99 sqm) and larger: above 90 sqm. Whether the higher cap is available will depend on the rules in force when the project is completed. The current relaxation ends on 31 Dec 2028, and LinkTown Residences is expected to complete around 2030/2031, so do not budget on it unless URA extends it.
Paperwork and money a landlord deals with
Tenancy agreement and stamp duty
Every lease of a Singapore property attracts stamp duty, and IRAS lists the tenant as the party who pays it. It is small: 0.4% of the total rent for leases of up to four years. Registration of tenants
URA does not require you to register tenant names for private property. Your condo’s MCST may, through its by-laws, so check with the management office. If your tenant is a foreign worker, the Ministry of Manpower has its own address-registration rules.
Tax
- Income tax: rent is taxable income. Allowable expenses such as mortgage interest, property tax and maintenance fees can generally be deducted. Check IRAS for the current rules.
- Property tax: a let unit is not owner-occupied, so non-owner-occupier rates apply, which are higher than owner-occupier rates. See our property tax guide. Letting part of a home you live in, such as the studio of a dual key condo, is treated differently.

A landlord’s checklist
- Confirm every occupant will stay at least three consecutive months.
- Count occupants against the cap, including anyone subletting.
- Name all occupants in the tenancy agreement and ban short-term subletting.
- Check the tenant’s identity and, for foreigners, that their pass covers the lease period.
- Stamp the agreement within 14 days and keep the Stamp Certificate.
- Do a dated inventory with photos at handover.
- Register the tenancy with the MCST if the by-laws require it.
- Declare the rent in your income tax return.
Keep it tidy with the MCST. Security teams at many condos log visitors with luggage and report suspected short-term stays to URA. A landlord who registers tenants with the management office and answers queries quickly rarely has trouble.
What this means at Hougang Central
A unit at LinkTown Residences cannot be let until the project receives TOP, which is expected around 2030/2031. So your tenancy plans sit several years out, and rules may change before then. What won’t change is the location: a direct link to the North-East Line and, from around 2030, the Cross Island Line interchange at Hougang, plus the new mall and bus interchange on the same site.
