HDB MOP: When You Can Buy a Private Condo, and How to Time Your Upgrade
How HDB counts the minimum occupation period, what you cannot do before it ends, and how to line up your MOP date with a 2027 new launch such as Hougang Central Residences.

If you own an HDB flat and are eyeing a condo, one date decides almost everything: the end of your minimum occupation period (MOP). Until it passes, a private purchase is off the table, however healthy your savings. This guide explains how HDB sets and counts the MOP, the traps that catch upgraders, and how to line your date up with a launch such as LinkTown Residences (Hougang Central Residences), which is expected in early 2027. What the MOP stops you doing
The MOP is the period you must physically live in your flat. For upgraders, the key rule is this: during the MOP, the flat owners, their spouse and the occupiers listed on the flat may not acquire private residential property, in Singapore or overseas (HDB, Acquiring Private Property).
HDB spells out what counts as acquiring. It includes exercising an Option to Purchase (OTP) or signing the sale and purchase agreement, whether the property is completed or still being built. Buying a property to hold on trust for someone else, or being the beneficiary of one, is also not allowed. Visiting a showflat or registering interest is not an acquisition, so you can do your research early.

How HDB counts the date
The clock starts on the day you took possession of the flat (for a new flat, key collection; for a resale flat, the completion of your purchase). It runs until the earlier of two dates for the private property: the day you exercise its OTP, or the date of its sale and purchase agreement.
Two things push the date later:
- any period in which the whole flat was rented out or you did not live there
- any breach of the flat’s lease conditions
So the question is not “when do I reach five years?” but “on the day I would sign for the condo, will HDB count five full years of occupation?” HDB shows your eligibility on My Flat Dashboard. Use that, not your own arithmetic.
Timing your MOP against a 2027 launch
Here is how key-collection dates for a 5-year flat line up with the expected launch window for Hougang Central Residences. Dates are approximate and assume continuous occupation.

If your MOP ends within a few weeks of the launch, don’t assume a booking made a day or two early is harmless. Ask HDB in writing how your dates will be treated before you pay a booking fee.
After the MOP: keep the flat or sell it?
Once the MOP is met, HDB places no limit on how many private properties you buy. What happens to the flat depends on who owns it:
- At least one Singapore Citizen owner: you may keep the flat after buying private property.
- All owners are Singapore Permanent Residents: you must notify HDB before anyone in the flat exercises an OTP for a private home in Singapore, and sell the flat within 6 months of acquiring the private property.
Keeping the flat means the condo is your second property, so ABSD applies: 20% for Singapore Citizens under the current rates. Married couples with at least one Singapore Citizen can apply for a refund if the flat is sold within the IRAS time limit; for an uncompleted condo that is generally six months after TOP or CSC, whichever is earlier. Illustrative only: on an indicative 2-bedroom at about S$1.695m (678 sq ft at S$2,500 psf, analysts’ estimate; size indicative, referencing Parktown Residence), ABSD at 20% would be S$339,000 on top of Buyer’s Stamp Duty of about S$54,350. Try your own figures:

Don’t mix up the MOP with other waiting periods
Upgraders sometimes hear about a “15-month wait-out” and assume it affects them. It is a separate rule running in the other direction, for private property owners who want to buy an HDB resale flat. HDB removed it on 28 July 2026 for private owners and ex-owners buying a non-subsidised resale flat without an HDB loan; they must sell their private home within six months of completing the flat purchase. A 30-month wait still applies to private owners who want a new HDB flat, a resale flat with grants, an EC from a developer (see upcoming EC launches) or an HDB loan (HDB, 28 July 2026).
The same HDB release notes that more BTO flats are reaching MOP: about 13,500 in 2026, 15,000 in 2027 and 19,500 in 2028. That means more upgraders shopping at the same time and more resale flats for sale, which is worth bearing in mind when you plan how long your own sale might take. A simple MOP checklist
- Confirm your MOP date on My Flat Dashboard, including any periods HDB excludes.
- Check your flat type: Standard and Unclassified are 5 years, Plus and Prime are 10.
- Get a redemption figure for your HDB or bank loan and your CPF used plus accrued interest.
- Ask a bank for an In-Principle Approval so you know your loan size under TDSR; our HDB loan vs bank loan guide explains what changes.
- Decide sell-first or buy-first before launch day, not on it.
- Only book once HDB’s count clears the date you would exercise the OTP.

Frequently asked questions
Can I buy a private condo before my HDB MOP ends?
No. During the MOP, the flat owners, their spouse and the occupiers listed on the flat may not acquire private residential property in Singapore or overseas. HDB treats exercising the Option to Purchase or signing the sale and purchase agreement as acquiring, even for a condo still under construction.
How is the HDB MOP calculated?
HDB counts from the date you took possession of the flat to the earlier of the date you exercise the Option to Purchase for the private property or the date of its sale and purchase agreement. Periods when the whole flat was rented out or you were not living there are excluded. Check your own date on My Flat Dashboard.
Is the MOP 5 years or 10 years?
Unclassified flats (sold before October 2024) and Standard flats have a 5-year MOP. Plus and Prime flats, including Prime Location Public Housing flats, have a 10-year MOP. Fresh Start Housing Scheme flats have 20 years.
Can I keep my HDB flat after buying a condo?
If at least one flat owner is a Singapore Citizen, the household can keep the flat after the MOP, but ABSD applies to the condo as a second property. If all owners are Singapore Permanent Residents, they must tell HDB first and sell the flat within 6 months of acquiring the private property.
