Aljunied-Hougang Town Council: What It Does, Its Offices, and What Condo Residents Deal With Instead

Aljunied-Hougang Town Council (AHTC) looks after the common areas of HDB estates in Hougang SMC and Aljunied GRC: the lifts, corridors, void decks, car parks and landscaping that residents use every day. Its main office is in Hougang Central, a short walk from Hougang MRT (NE14) and the site where LinkTown Residences (Hougang Central Residences) is planned. This guide explains what a town council does, where AHTC’s offices are, and why someone living in a condo deals with a different body altogether.

What a town council does

Town councils are run by the elected Members of Parliament for the constituencies they cover, with appointed town councillors. They manage the shared parts of HDB estates. AHTC lists its services as including:

• Maintenance of common property such as corridors, staircases, car parks, lifts, lighting and water pumps
• Conservancy and landscaping: cleaning, refuse, trees and greenery around the blocks
• Bulky item removal from common areas, and pest control works
• Estate upgrading projects
• Hawker centre upkeep, including a published washing schedule for the centres in its town
• Facility bookings for common spaces, and enforcement of its by-laws on common property
• Service and conservancy charges (S&CC), the monthly fee that pays for all of this

Some things sit with other agencies: public roads with LTA, parks with NParks, and the inside of your flat with you. You do not need to sort that out yourself, because the OneService app sends a report to whoever is responsible.

Which areas AHTC covers

Town council areas follow electoral boundaries, not HDB town lines. As of September 2026, AHTC manages:

AHTC says it looks after more than 50,000 dwelling units, shops and hawker stalls. The 2025 Electoral Boundaries Review Committee kept Hougang SMC unchanged, with 29,433 electors at that review.

AHTC lists office hours as Monday to Friday, 8am to 5pm, with payments until 4.30pm, and closed on weekends and public holidays. A collection service centre at Blk 216 Serangoon Avenue 4 opens on Monday mornings only and is due to close on 1 January 2027. How to report a problem

1. OneService app: log in with Singpass, pick a category such as cleanliness, pests or a faulty light, add photos and pin the location. The case goes to the right agency and you can track it.
2. Your town council directly: use AHTC’s contact page or visit an office in working hours.
3. Urgent faults: for someone trapped in a lift, press the lift alarm and call the town council’s emergency line.

Living in a condo: the MCST, not the town council

This is the part many HDB upgraders miss. A private condo is not managed by a town council. Its common property, from the pool and gym to the lifts, lobbies and driveways, belongs to all the owners together and is run by the management corporation strata title (MCST).

For a new development, the developer manages the estate until the MCST is formed. In an integrated development such as Hougang Central, some costs may be shared with the commercial component depending on how the strata arrangements are set up. The public areas outside the condo, like surrounding roads and footpaths, remain with the relevant agencies, and OneService still works for those.
