P1 Registration 2027: The Phases, What Changes, and Planning Around Hougang Central

P1 registration 2027 is the first exercise under a revised framework. MOE has said that from the 2027 P1 Registration Exercise, for children starting Primary 1 in 2028, most schools will set aside more places for families with no prior link to the school. This guide explains how the phases work, what is changing, and what families around Hougang Central should check, including anyone weighing a move to LinkTown Residences (Hougang Central Residences). The phases in brief

P1 registration runs in phases for Singapore Citizen and Permanent Resident children. You register for one school in any phase, and if your child is not admitted, you can try again in the next phase you qualify for.

This is a summary. MOE’s P1 portal lets you answer a few questions to see which phases your child is eligible for.

What changes from the 2027 exercise

• More Phase 2C places. MOE says 60 places will be reserved in Phase 2C, up from 40, at all schools except smaller-intake schools with fewer than 180 P1 places.
• A Two-Track Scheme at 12 schools. At schools where public housing makes up less than 40% of homes within 2 km, Phase 2C places will be split equally between Track A (living within 2 km) and Track B (beyond 2 km). Within each track there is no distance priority; Citizens come before PRs, with a ballot if needed.
• What stays the same. After Phase 2A, one-third of remaining vacancies go to Phase 2B and two-thirds to Phase 2C.

MOE announced the changes on 11 September 2026. It has also said it will gradually reduce P1 intake at most schools over the next few years as cohorts shrink, starting from the 2026 exercise. Check MOE’s page for which schools use the Two-Track Scheme.

Distance bands and the 30-month rule

When a phase has more applicants than places, MOE gives priority in this order:

1. Singapore Citizens living within 1 km
2. Singapore Citizens living 1–2 km away
3. Singapore Citizens beyond 2 km
4. Permanent Residents within 1 km, then 1–2 km, then beyond 2 km

A ballot decides among applicants in the same group where needed. Distance is measured from the home address to the school, which you can check with the school query on OneMap.

A child admitted with distance priority must live at the registered address for at least 30 months. MOE sets different starting points for this period for newly bought and resale properties, and can transfer a child to another school if the requirement is not met. Schools near Hougang Central

On a straight-line check from Hougang MRT (NE14), four primary schools fall within about 1 km: Holy Innocents’ Primary, Montfort Junior (boys), CHIJ Our Lady of the Nativity (girls) and Punggol Primary. Xinmin, Yio Chu Kang, Xinghua and Hougang primary schools are roughly 1–1.5 km away, and Rosyth School in Serangoon North is near the 2 km line. Timing a Hougang Central move

For a new launch, the question is whether your child’s P1 year lines up with when you can live at the address. Two dates matter:

• Your child’s registration year. A child born in 2021 (from 2 January) would usually register in the 2027 exercise; a child born in 2022 in the 2028 exercise, and so on. Confirm with MOE.
• Completion of the home. LinkTown Residences is expected to complete around 2030/2031, and its address and block layout have not been released.

In practice, families registering in 2027 or 2028 will register with their current address. Families with younger children may find their registration year closer to completion, but should check MOE’s rules for uncompleted properties in the year they register.
